Affordable Housing Incentive
The City of Philadelphia needs housing for residents at all income levels. One challenge facing the developers of affordable, mixed use or workforce housing is the cost of the land. To help reduce development costs, Philadelphia Land Bank offers publicly-owned land at reduced or nominal prices to support the development of lower-cost housing. Both for-profit and nonprofit developers may also propose and apply to develop a mixed-use development where 51% of the units are for affordable housing.

The Philadelphia Land Bank (PLB) is staffed by employees of PHDC. The Land Bank is an independent organization overseen by an independent board of directors. PHDC and the Land Bank work together to create seamless programs and services that support community development in the City of Philadelphia.
